Ration Card Priority Category Application

Individuals holding non-priority ration cards (NPS - Blue, NPNS - White) who do not fall under the exclusion criteria are invited to apply online for a transfer to the Priority Household (PHH - Pink) category. Applications can be submitted through the Citizen Login Portal from 11:00 AM on November 17, 2025, to 5:00 PM on December 16, 2025.

Online applications for converting general category ration cards (White, Blue) to the priority category (Pink card) are now open. Applications must be submitted through the Citizen Portal on the Civil Supplies Department website. Applicants are required to provide all necessary information along with relevant documents.

Eligibility and Disqualification Criteria

Disqualification Criteria: Applicants with the following conditions are not eligible for a priority ration card:

  • Ownership of a house exceeding 1000 square feet in area.
  • Ownership of more than one acre of land.
  • Being an employee of government, semi-government, public sector, or cooperative institutions.
  • Being a service pensioner (excluding part-time employees, temporary employees, Class IV pensioners, those receiving less than Rs. 5000 pension, and freedom fighter pensioners receiving less than Rs. 10000).
  • Being an income tax payer.
  • Family's monthly income exceeding Rs. 25,000.
  • Ownership of a four-wheeled vehicle (excluding a taxi used as the sole means of livelihood).
  • Any family member having a monthly income exceeding Rs. 25,000 from foreign employment or private sector jobs.

Automatic Priority Categories: Families not subject to the above disqualifications may be eligible for priority status without a points-based assessment if they belong to the following categories:

  • Aashraya Scheme beneficiaries.
  • Tribal communities.
  • Individuals suffering from severe illnesses such as cancer, dialysis, organ transplant recipients, HIV, disabilities, autism, leprosy, or 100% paralysis.
  • Destitute female-headed households (widowed, unmarried, divorced), provided there are no adult male members on the card.

Beyond these categories, priority status will be granted based on a points system.

Required Documents for Application

Applicants for a priority ration card should prepare the following certificates and documents:

  • Income Certificate.
  • Certificate from the Panchayat/Municipal Secretary proving house square footage. If residing in a rented house, a notarized rental agreement (on Rs. 200 stamp paper with 2 witness signatures) or other proof of tenancy.
  • Certificate from the Panchayat Secretary stating inclusion in the 2009 BPL list or eligibility for inclusion in the priority category.
  • Medical certificate for serious illnesses or disability certificate, if applicable.
  • Certificate of house allotment if received through a government housing scheme.
  • Non-remarriage certificate from the Village Officer for destitute widows who are heads of households (without adult male members aged 21 or above). Include current pension documents if applicable.
  • Certificate from the Village Officer confirming lack of own land or house, if applicable.
  • Certificate from the Panchayat/Municipal Secretary confirming lack of own house, if applicable.
  • Copy of the latest tax receipt.
  • Caste Certificate issued by Tahsildar for Scheduled Caste/Tribe applicants.
  • Certificate from the Grama Panchayat CDS Chairperson for Aashraya beneficiaries.
  • Proof of traditional occupation from relevant authorities, if applicable.

Applicants must ensure that all aforementioned documents are submitted along with the application. It is also important to regularly monitor phone messages regarding the application status.

Applications with deficiencies, if returned, must be resubmitted by the specified date. Therefore, it is advisable to submit the application as early as possible.

The District Supply Officer has announced that applications for inclusion in the priority category will not be accepted at the District Collectorate, District Supply Office, or Taluk Supply Office directly. All applications must be submitted online.

Scoring Factors for Priority Status

The following factors will be considered for a points-based assessment for priority status:

  • Inclusion in the 2009 BPL survey list or a certificate from the Panchayat Secretary confirming eligibility for a BPL card.
  • Presence of heart disease within the family.
  • Presence of senior citizens in the household.
  • Employment status.
  • Scheduled Caste status.
  • Lack of own house or land.
  • Condition of the house.
  • Beneficiary of government housing schemes (e.g., Lakshyam Veedu, IAY, LIFE).
  • Lack of electricity, drinking water, or toilet facilities.

Certificates/documents proving the aforementioned vulnerability factors must be submitted along with the application.

Important Notes

Applicants who have already submitted a 'Card Conversion' application for transferring their ration card to the priority category will not be able to submit other e-service applications until the card conversion application is processed. In such cases, applicants may contact the Taluk Supply Office and request the rejection of the existing card conversion application to proceed with other e-services.
