Application to change Ration Card to Priority List
The date for receiving online applications to change non-priority (blue, white) ration cards that do not fall under the exclusion criteria to priority (pink) category has been extended to 28.10.2025.
"Online applications" for changing non-priority (NPS-blue, NPNS-white) ration cards that do not fall under the exclusion criteria to priority (PHH-pink) category can be submitted through the Citizen Login Portal until 5.00 pm on 28.10.2025.

Non-priority (white, blue) ration cards of families that do not fall under the exclusion criteria must submit an application through the Citizen Login Portal to change to the priority (pink card) category.
Online applications for changing general category ration cards to the priority category will be accepted until October 28, 2025. Applications can be submitted through Akshaya Center, Citizen Login on the Civil Supplies Department website.
Applications returned from the office should also be submitted by the 20th. Priority is given to those with BPL certificates issued by the Local Self Government Secretary, those with serious illnesses, those belonging to Scheduled Caste/Scheduled Tribe categories, those working in the traditional sector, the indigent landless-homeless, those with houses available with government financial assistance (Laksham Veedu, EMS Housing Scheme, Indira Awas Yojana Scheme, Scheduled Caste/Scheduled Tribe uplifts, etc.), and the differently abled.
Relevant documents should be submitted along with the information provided in the application. Those with houses with an area of more than 1000 square feet, more than one acre of land, employees of government/semi-government/public sector/cooperative institutions, service pensioners (except part-time employees, temporary employees, those who retired in Class Four posts, those receiving pensions below Rs 5000, those receiving freedom fighter pensions below Rs 10,000), income tax payers, those with a monthly income of more than Rs 25,000 for the family, those with a four-wheeler (except a taxi as the only means of livelihood), those with a monthly income of more than Rs 25,000 for anyone in the family from a foreign job or a private institution will not be eligible for a priority ration card. For doubts, contact the respective Taluk Supply/City Rationing Office.
Applications for changing ration cards to the priority category can be submitted through Akshaya Center, online services. 2009 BPL list certificate, certificate from the Panchayat Secretary stating that families not included in the 2009 BPL list are eligible for the priority category, certificate from the Panchayat/Municipal Secretary for those who do not have a house, certificate from the concerned Village Officer for those who do not have land, income certificate, certificate showing the area of the house, copy of the tax receipt, medical certificate from the doctor for those with serious diseases, and certificate from the concerned authorities for those living by traditional occupation must be submitted along with the application. The District Supply Officer informed that applications for inclusion in the priority category will not be accepted at the District Collector, District Supply Office, and Taluk Supply Offices.
Required Documents
1) Certificate proving the square feet of the house signed by the Panchayat Secretary
/If it is a rented house, the rental agreement (with 2 witness signatures on a Rs. 200 stamp paper) / documents proving it is for rent.
2) Panchayat Secretary signed certificate of being included in the Panchayat BPL list or being eligible to be included in the BPL list.
3) Medical certificate / disability certificate if there are serious illnesses
4) Certificate if it is a house received through a government scheme.
5) Non-remarriage certificate if it is a destitute widow without men over 21 years of age.
6) Those who do not have their own land or house should submit the Village Officer's certificate.
It is better to apply as soon as possible as applications with defects have to be resubmitted within the stipulated date if returned.
Along with the application, income certificate, certificate showing the area of the house (issued by the Panchayat/Municipality Secretary), copy of the new tax receipt, certificate proving that the family is included in the 2009 BPL list, Village Officer's certificate showing that there is no land, Panchayat/Municipality Secretary's certificate showing that there is no own house, Medical certificate showing serious illness/disability must be submitted along with the application to get priority
Applicants must keep the following certificates with them to apply for BPL.
1. Income Certificate
2. Certificate showing the area of the house (issued by the Panchayat Secretary)
3. Copy of the latest tax receipt
4. Certificate showing that the family is included in the 2009 BPL list Signed by the Panchayat Secretary
5. Certificate from the Panchayat Secretary showing that families not included in the 2009 BPL list are eligible for it
6. Village Officer's certificate showing that there is no place if there is no land
7. Panchayat Secretary's certificate showing that there is no house if there is no house
8. Medical certificate showing illness/disability
9. Scheduled Caste/Tribe: Caste certificate issued by the Tehsildar
10. If the widow is the head of the house: Non-remarriage certificate issued by the Village Officer, current pension documents etc.
11. If a house has been received under any housing scheme: Certificate from the department that provided the house
12. Ashraya category: Certificate issued by Grama Panchayat CDS Chairperson
(Card holders should ensure that the above mentioned documents have been submitted along with the application. The card holders should also monitor the phone messages regarding the application.)
Those with the following disqualification criteria need not apply
Members included in the card (

The following categories of families without the above disqualifications are eligible for priority without mark basis.
a. Ashraya scheme
b. Tribal
c. Cancer, dialysis, organ transplant, HIV, disabled, autism, leprosy, 100% paralysis patients
d. If the destitute woman (widow, unmarried, divorced) is the head of the family (adult men should not be on the card)
After these, priority will be given on the basis of marks.
Mark Factors :-
1. 2009 BPL survey list member / certificate from Panchayat Secretary that he is eligible for BPL card

5 .Scheduled Caste
6. Those without house/land
7. Condition of the house

9. No electricity, drinking water, toilet
(Certificates/documents proving disability factors should be submitted along with the application.)
Those who have submitted an application for changing the ration card to the priority category (Card Conversion) will not be able to submit other e-service applications until the application is processed. In such cases, you can contact the Taluk Supply Office and request to reject the Card Conversion application.
